Contaminated and dirty drinking water…

…is not high on most citizens’ wish lists.

As a waterworks, water utility, wastewater utility, etc., you have a legal responsibility to keep drinking water clean and free from bacteria.
Likewise, companies may be held liable if water flows back from their installations into the public water supply.
